London, being a major metropolis has had a myriad of problems. The more pressing problems in Victorian times was the quality of the drinking water. I think that you can clarify the water supplies in this time as unsafe to drink. In addition to the many works by Charles Dickens, a philanthropist as well as a well known author, wrote considerably about the quality of life in London.

John Snow, physician (1813 - 1858) was an eminent physician who wrote about the effects of cholera. By 1853-54 he was able to prove that cholera was spread by contaminated water, i.e. sewage. John Snow was a working class person, the typical person which the Tory party are now attempting to block from further education by higher charges. Their remit is to bring in private investment to pay for further education, kill off the public sector (education, NHS etc), and generally find a way to make additional profits for their supporters; at the expense of the general public.
