The numbering of Cromer street is misleading, as 60 Cromer street is noted as the Lucas Arms in newspaper articles around 1860.
This was at 60 Cromer street in 1863 and earlier when it is at the junction with Grays Inn road. At this time the Marquis of Wellesley, is at 89 Cromer Street; at the junction with Dutton street (this later becomes 60 Cromer street.).
At 2 Cromer Street in 1869, on the corner of Grays Inn Road (same address); and then the 1873 directory lists both addresses

The information I have is from my great grandfathers birth certificate. This is for 1858 and the address is 60 Cromer Street and his father is down as a publican. In the following census in 1861, he is now listed as a greengrocer (and is at an Islington address). My great great grandfathers name is Henry Bennett. *
My Great Great Grandfather (Henry William Bennett JR) was born in this pub (well, likely in a room above it but one never knows). He was born 17 Oct 1858. ***
His Father, my Great Great Great Grandfather (Henry William Bennett SR) was the Publican at the time. I have the Marriage certificate for my Great Great Great Grandparents (Henry W Bennett and Rachel Marie DIBLEY) showing 17 Sep 1857 he was a Publican, so likely at this pub as well but not sure the address on the Marriage certificate fits.
The Birth and Baptism certificates of my Great Great Grandfather, show his Dad still the Publican here in May 1860.
In the 1861 census it appears the family have moved to 1 Clarence Place, Culford Road, Islington, London, England and my Great Great Great Grandfather was now a GreenGrocer. ***
