Transfer - There was an application for the temporary transfer of the licence of the "Five Bells" Inn, Colne Engaine, from Mr J A M Scott to Mr Philip Arthur Fordham. Supt. Downham put in the testimonials and said the police raised no objection. The application was granted.
Halstead Petty Sessions - 13th March
The licence of the "Five Bells" public house, Colne Engaine, was fully transferred from Mr J T A Scott to Mr Philip A Fordham.
Application was made for the full transfer of the licence of the "Kings Head" public house, White Colne, from Mr H Nicholls to Mr George A Cracknell.
Supt. Downham put in the testimonials stating that they had been verified and the Police were satisfied.
In reply to the Chairman, the ingoing tenant said he had no experience except with relations.
Granted.
There was also an application for the full transfer of the "Red Lion" public house, Halstead from Mr E H Chaplin to Mr Henry Simes Curtis Lawrence.
Supt. Downham said the testimonials had been verified and the Police were satisfied.

At Witham Petty Sessions on Tuesday, Jack Heard Spitty, landlord of the Chequers Inn, Goldhanger, was summoned for allowing children to be in the bar of his licensed premises on May 29th. Mr Wade, of Colchester, for defendant, pleaded not guilty.
..... Spitty said he had been landlord of the Chequers for 13 years and had never had a complaint against him before. The Chairman said the Bench were satisfied the landlord did not exercise due diligence in keeping the children out of the licensed house. He would be fined 40s. Harold Johnson and Anne Peek, both of Leytonstone, were each fined 10s for causing their children to be in the bar of the licensed house.
Death - Gilder - On July 7th, at "The Waggon and Horses," Great Yeldham, George Frank Gilder, aged 41 years.

Great Yeldham - Death of Mr George Gilder
The death occurred under sad and sudden circumstances in the early hours of Friday morning of Mr George Frank Gilder, licensee of "The Waggon and Horses", Inn. Deceased who was only 41 years of age, had not been well for some time, suffering from heart trouble, and he passed away in his sleep in the early hours of the morning. The licence had been in the hands of the Gilder family for some thirty years. deceased's father, the late Mr Herbert Gilder, held it for nearly twenty years, after which his mother was the licensee for four years and on her demise ten years ago, Mr George Gilder took over. He was well-known in the village, where, besides being landlord of "The Waggon and Horses" he had conducted a car hire business. Despite the state of his health, Mr Gilder was at work to the last. All-England Quoit Match - Mr Stanley Moger, OBE of Halstead, applied on behalf of Mr J Rippingale, landlord of the Plough Inn, Greenstead Green, for an extension of hours from 2 to 6 pm on Saturday, July 29thy, the occasion of the All England Quoit Final. It was decided to grant the extension.

Settled After Consultation
On behalf of Messrs Fremlins, Ltd, brewers, of Halstead, Captain Smyth, applied for the temporary transfer of the licence of the "Waggon and Horses" public house, Great Yeldham, from Mr George Gilder, deceased, to Mr Edward George Tarbin, of Great Yeldham.
Mr Stanley Moger, OBE, estate agent, of Halstead, who appeared for the Exors of the late Mr Gilder, raised an objection to the transfer taking place before the question of taking over the other things in the house had been settled. The late Mr Gilder had held the licence of this house since 1907.
The Deputy Clerk (Mr H Belson) pointed out that it must be definitely settled by August 22nd, the day fixed for licensing transfers.
Mr Moger said he wanted the inventory accepted, with the exception of the motor-car.
Captain Smyth said he had not seen the inventory.
Inspector Billett pointed out that the Exors of the late Mr Gilder were selling beer without a protection order.
The deputy Clerk said they could do that until the next Court.
The Chairman thought it would be best if the two parties consulted outside and came to some agreement.
This was done and at a later stage Mr Moger said they had come to an agreement as to terms.
The Chairman: You do not oppose the transfer?
Mr Moger replied that he did not, and also said that that was the only trouble of that sort he had had in 40 years.
Inspector Billett then put in the testimonials and said the Police raised no objection to the transfer.
The Chairman said the testimonials were most satisfactory.
The transfer was granted.

Funeral of Stisted Publican
The funeral took place at Braintree Cemetery last week of Mr George Whybrow, landlord of the Dolphin Inn, Stisted, who died at the William Julien Courtauld Hospital, aged 59 years. Mr Whybrow, who formerly lived at St Mary's Road, Braintree, took over the licence of the Dolphin Inn at Stisted four months ago, but unfortunately his health gave way. He went into hospital ten days before his death for treatment for an internal trouble. Mr Whybrow was in his day a well-known runner, and he was the most famous miller in the Braintree district for many years.

The annual Licensing Sessions for the North Hinckford Division was held at Castle Hedingham on Tuesday morning.
The annual report of Supt. M Downham stated: ................. Only one person - a visitor to the district - was charged and convicted of drunkenness during the year ....... At the Sessions on 4th April 1939 the licensee of the Three Horse Shoes, Little Yeldham - Mr Frank Jenkins - was charged with 15 separate offences in connection with the supply to persons under the age of 18 years of intoxicating liquor for consumption on the premises. He was convicted on all charges and fined a total of 1.4s.0d and 1.17s0d. costs.

Busy - Mrs Eleanor Florence Gray, licensee of The White Hart Hotel, Halstead, was charged with a similar offence.

Police War Reserve Constable S W Pole stated that at 10.8 pm on July 21st he was on duty in High Street when he saw a bright light showing from a window at the White Hart Hotel. At Chelmsford Police Court on Friday, Tom Hammerton (28), described as an actor and producer, late of Tudor Cottage, Ranks Green, Fairstead, was charged on remand with obtaining 2 by false pretences. Arthur James Sykes, licensee of the St Anne's Castle, Great Leighs, said accused came to the hotel and explained to him that he was in the theatrical profession and was waiting to take up a film engagement....... Drinks After Hours
Publican and Customers Fined
Alleged drinking after hours in a Colchester public-house led to the licensee and two of his customers having to appear before the Colchester Bench on Friday. The licensee was George Edward Wagstaffe, of the Nelson's Head public-house, and he was summoned on two summonses for supplying beer during prohibited hours ....... pleaded not guilty.
The Bench fined Wagstaffe 2 10s in each case.

84 Year Old Licensee Killed
How an 84-year-old woman licensee of a Boreham public-house walked into a lorry while crossing the road near her home and sustained fatal injuries, was described at an inquest at Chelmsford. The victim of the accident was Mrs Marion Eales, of the Red Lion, Boreham.
William John Ellacott, a sapper in the Royal Engineers, said he was driving a truck along the main Chelmsford-Colchester road at
Miss Lillis Pauline Eales, daughter of the dead woman, said she could not understand why she had gone across the road on this occasion.
In recording a verdict of accidental death, the Coroner said he could not see that the driver of the truck was in any way to blame for the accident.

Died Few Days Before Retirement
The death has occurred a few days before he was to have retired from business as licensee of the Rose and Crown Inn, Thorpe-le-Soken, of Mr Charles Archer Barfield. He had not enjoyed good health for some considerable time, and had moved to his new residence, The Pearl, Abbey Crescent, where he died. Yesterday (Thursday) Mr and Mrs Henry Robert Garrod celebrated the sixtieth anniversary of their marriage, and they were the recipients of many congratulations from friends in Halstead and the district, for Mr Garrod was for many years associated with the business life of the town. Mr and Mrs Garrod were married at Bermondsey on November 14th, 1880, but the greater part of their married life has been spent in this district. A native of Ipswich, Mr Garrod was a bootmaker by trade. ........... The death has occurred at the Trowel and Hammer public-house, Marks Tey, of which he had been licensee for several years, of Mr Arthur Green. Mr Green, who was 68 years of age, and a native of London, went to Colchester in 1919 to take over the Bull Hotel, where he remained for seventeen years. After a brief period at the King's Head, Ipswich, he left for Marks Tey three years ago.

Prison for Hotel Manager
Pleading guilty to two receiving charges, a Colchester hotel manager, Edgar Charles Munns (35), of The White Horse public-house, was sentenced to three months' hard labour at Colchester on Friday.
Munns was charged on remand with receiving six gallons of petrol and three petrol cans, of the value of 21s, Government property, on May 11th, and with receiving in March twenty gallons of lubricating oil and three cans, of the value of 2 4s, the property of Messrs Snowdon, Son and Co Ltd...
Mr F J Collinge, on Munns' behalf, said that Munns had a hitherto exemplary character.
Announcing a majority decision, the Chairman (Mr H H Fisher) said the Magistrates felt, in view of the seriousness and the prevalence of this sort of thing, they could do nothing else but send him to prison.

The Coroner (Dr J F Macdonald) held an inquest at Braintree on Wednesday on Beatrice Thompson, aged 37, wife of Albert A Thompson, landlord of The Victoria Inn, Witham, who was found drowned in the River Brain, near Bulford Mill, Cressing, on Tuesday.
Evidence was given that she had a mental breakdown after the birth of her third child, and from May until August this year was a patient at Severalls Mental Hospital. She had recently lived with her parents, Mr and Mrs A F Harris, at Chapel Hill, Braintree. On Sunday last she was in a nervous condition, and told her husband that "the water seemed to draw her." At a Special Court at Castle Hedingham yesterday (Thursday) morning, before Mr T W Whitlock.
L/Cpl Rupert Charles Wyers and Pte Stanley George Oakes were charged with stealing four whisky glasses, to the value of 4s, the property of George Foster, of The Fox public-house, Bulmer on the previous evening.
Defendants were accordingly remanded on bail in their own surety of 5 each.

Found Drowned in Water Butt
Just before 8 o'clock on Monday morning Mrs Mildred Lizzie King Plume, aged 51 years, wife of Mr E E Plume , (Ernest Edward Plume) licensee of "The Stone and Faggot" public-house, Little Yeldham, was discovered with her head immersed in a galvanised dust-bin which was being used as a water butt. Deceased had resided at these licensed premises for the past eleven years with

Halstead - Death and Funeral of Old Resident - The death took place at the Kings Arms on December 21st, after a very short illness, of Mrs Eliza Ann Cook, widow of Mr Lawrence William Cook. A native of Halstead, Mrs Cook had reached the age of 85 years, her husband having predeceased her 40 years ago. For the past 44 years Mrs Cook had resided at the Kings Arms. On the death of her husband she took over the licence and held it for 25 years, until 1926, when it was transferred to her son

Bures Licensee's Death
Accident Verdict
Dr R W Rix, Sudbury Deputy Coroner, conducted an inquest on Norris Ernest Cooke, licensee of The Horseshoe Inn, Bures St Mary, who, as a result of an injury received on December 30th died in St Leonard's Hospital.
Mrs F B Cooke, the widow, said her husband was 45 years of age, and was previously stores manager to the East Anglian Electricity Supply Co. at Beccles. For 18½ years he served in the Navy, and was invalided out.
Harry Hooker, landlord of The Angel Inn, Bures St Mary, said on December 30th between 7.30 pm and 8 pm Cooke came into the house. They played darts together until 9.30. Cooke was perfectly sober. Gordon Drake was in the house, also perfectly sober.
Dennis James Hinton, clerk, of The Croft, Bures St Mary, said at 10 pm he saw Drake and Cooke in the middle of the road. There was a conversation between the two, then he heard an aggressive "You" from Cooke. On looking round, witness saw Cooke falling. Drake was about three yards away, with a cigarette in his right hand.
Replying to Supt. Hurst, witness said he asked Drake if he was all right, because, from what he had heard of the conversation, he had expected to see Drake on the ground.
Frederick George Groves, of Speedwell Terrace, Bures St Mary, who was on patrol duty, said he found Cooke lying in the road near the kerb and Drake was almost the width of the road from him. Drake said, "It is all right. I didn't hit him, did I, Dennis? He went to hit me and missed." Cooke was unconscious.

Dr J B Alexander, who made a post-mortem examination, said although there was no external sign of injury, he found a small graze with underlying bruising on the front of the right shin. The front end of the brain was lacerated and torn, but there were no signs of fracture of the bones of the skull. The skin and tissue of the skull also showed no signs of bruising. All other vital organs in the body were perfectly normal. There was no morbid or pathological condition present to account for deceased's fall.
The Jury returned a verdict of "Accidental death, due to an accidental fall."

One Change of Licence-holder in 74 Years
When the licence of the "Locomotive" public-house in Trinity Square, Halstead, was transferred to a new tenant at Halstead Petty Sessions on Monday, it was mentioned that there had only been one transfer for over 70 years.
The application was made by Mr B H Owers, on behalf of Messrs Fremlins Ltd, for the licence to be transferred from Mr Ernest Kemp to Mr Morton P A Brazier, of Halstead.
Inspector Billett said the testimonials had been verified and were satisfactory. The Police raised no objection.
The Chairman (Mr F A Vaizey) inquired how long Mr Kemp had held the licence?
Mr Owers replied that he had held it since 1908.
Mr E B Parker (one of the Magistrates): And the previous tenant held the licence for 40 years.
This was stated to be so, there only being one transfer in 74 years, which was thought to be a record.

Halstead Hotel Fire
Big Blaze Averted
The Bull Hotel, Halstead, one of the oldest licensed houses in the district -and believed to be nearly 400 years old - was the scene of a fire outbreak on Tuesday evening. The licence had only been transferred the previous day to Mrs and Mrs Ward, of The Lion, Earls Colne, and the premises had been closed on Tuesday for the purposes of cleaning and decoration. About 8 pm smoke was seen issuing from the roof by Mr G Curtis, who lives nearby on the Causeway, and he at once telephoned for the National Fire Service. ..... The Bull Hotel is a well-known hostelry, containing much timber, and many of the beams are of great strength and size. A new front, the design of which was based on the original structure, was built about 18 years ago, and a number of internal alterations were carried out about eight years ago.
The cause of the outbreak is not known. It originated in one of the upstair rooms in the centre of the building, and at the time no one was on the premises. The property belongs to Messrs Fremlins, and was formerly one of Messrs T F Adams and Sons' best known houses.
The total damage is estimated at approximately £600.

Death of Mr E Kemp
The death took place on Tuesday of Mr Ernest Kemp, of 73 Chapel Hill, a well-known and respected resident of the town. He was 69 years of age and had not been well for the past two years. A native of the town, he was a son of the late Mr Walter Kemp, who for some years held the licence of the "Bird-in-Hand". Deceased was a butcher by trade and in his early days was in the employ of the late Mr Green, and afterwards with Mr Robert Nash. He subsequently took over the licence of the "Locomotive" public-house in Trinity Square, and remained there for 34 years, being one of Messrs Adams and Sons' oldest tenants. He retired last June and had since resided at Chapel Hill. During the last war he assisted local butchers, and had since helped others at times

The funeral took place on January 14th, of Mr George Kibble, of 49 Mount Pleasant, Halstead, whose death occurred the previous Sunday at the age of 76 years. He was a native of the town, being a son of the late Mr and Mrs Kibble, of White Horse Fields. Most of his earlier life, however, was spent in London, where he was a coachman and he returned to Halstead in 1912 and took over the licence of the Essex Arms, which he held for about eight years, after which he became licensee of the Batson's Arms, Horseheath. ........

The Late Mr C Bell
The funeral took place on Wednesday afternoon of Mr Charles Anthony Montague Bell, licensee of the "Essex Arms" (Halstead), whose death occurred after a long illness on June 19th. He was 48 years of age and a native of Canterbury. As a lad he served on the sea in a windjammer. He subsequently resided at Tilbury and in the last war served with the London Scottish Regiment and went abroad. He came to Halstead three years ago. He leaves a widow, two sons and one daughter, the eldest son being in the RAF. The funeral service at St Andrew's Church and at the cemetery was conducted by Canon T H Curling (vicar), and the mourners were: Mrs Bell, widow; Mr Douglas Bell (RAF) and Mr John Bell, sons; Miss Betty Bell, daughter; Mr S Bell (Canterbury), brother; Mrs Ashford (Tilbury) and Mr and Mrs Sach (Braintree), sisters-in-law and brother-in-law. Other relatives were unable to attend. Others present included: Mr A G Bright, Mrs R Tatlow, Miss M Thomas, Mrs Patmore and Mrs Sudbury. There were lovely floral tributes from: His loving Wife; His Children; Brothers and Sisters at Canterbury; Bella, Stan and baby John; Soph and Harry; Mrs Tatlow; Miss Thomas; Mr and Mrs Bunny Harrison; Mrs Sach; Mr and Mrs Brazier; and The Essex Arms Sick Benefit Club. The funeral arrangements were carried out by Mr J W Deal.

Death and Funeral - The death occurred at the Essex County Hospital, Colchester, on Friday, of Mrs Annie Tyson, wife of Mr George Tyson, of The Three Pigeons, Mount Hill. Deceased, who was 68 years of age, had only been ill about a week, passing away in hospital following an operation. She came to this district some years ago, when her husband took over the licence of The Plough, Greenstead Green. Later they moved to The Globe, Halstead, and eight years ago took the licence of The Three Pigeons. The funeral took place at Greenstead Green Church on Wednesday afternoon .........
Mr William Fletcher, manager of the Cups Hotel, Colchester, for the past 14 years, during which period he had been held in high esteem by the travelling public, died on Tuesday. Though he had not been in robust health of recent years, it was as recently as Friday that he was confined to his room with influenza, following which complications ensued.

At a special Court at Maldon on February 1st, Horace Woodcraft, licensee of the Railway Bell public-house, Maldon, and Halford E Purser, formerly licensee of the Ship public-house, Fulbridge, Maldon, were charged with having in their possession for the purpose of sale, food called Paradise cocktail, to which methyl alcohol and acid had been added so as to render it injurious to health; and having in their possession for purpose of sale food called Paradise cocktail which was intended for, and not fit for
The Bench convicted on all charges and fined Purser a total of £12, with 10gns. costs, and Woodcraft £7, with 5 gns. costs.
It was stated that an injunction against the use of the name Paradise cocktail had been obtained by the proprietors of Gordons Gin.

The Late Mr M Mayhew - The death occurred on June 22nd of Mr Mark Mayhew, who had held the licence of "The Anchor" for the past 25 years. He was 67 years of age, and had been ailing for a long time, having suffered from arthritis and heart trouble.

Death of Mr Frank Metson - The death occurred on July 19th, at the age of 66 years, of Mr Frank Metson, of The Wheatsheaf public house. He had been ailing for about three months. A native of Toppesfield, Mr Metson was born at Mortimers Farm. He had held the licence of the Wheatsheaf for the past 36 years and had also farmed a small-holding. His wife predeceased him about six years ago. The funeral took place on Tuesday, service in the Toppesfield Congregational Church. (Details and mourners).

Mr Wilson replied in the negative. He said he was putting in a manager and manageress. He really intended the licence for his son when he was demobilised from the RAF.

There was also an application for the temporary transfer of the licence of The Lion Inn, Earls Colne, from Mrs Mabel E Ward and Ivy Kenny to Mr Stanley G Godfrey, of Courtauld Road, Braintree.
